Project Scope of Service
As an Implementation Contractor under the New York Power Authority’s Energy Services Program, Wendel was asked, by both Brookhaven Township and the Power Authority, to evaluate the existing chiller plant that exists within their 225,000 square foot Town Hall facility. Although the 27 year old chiller plant was being maintained well, and in good working condition, it was nearing its end of life and used R-11 as a refrigerant. As such, Wendel’s goal was to identify energy-saving cooling alternatives and evaluate the cost-effectiveness of their installation. As a result of Wendel’s efforts, the following Energy Conservation Measures were recommended for implementation:

- High Efficiency Lighting and Occupancy
  Sensors throughout the building
- Installation of (smaller) High Efficiency
  Chillers
- Installation of a Thermal Energy Storage
  system (to offset electric cooling to non-
  peak periods)
- Fuel Switching (electric to gas) on five
  large pieces of Kitchen Cooking Equipment
- Replacement of electric re-heat coils in
  foyer Air Handling Units

Wendel’s responsibilities included a detailed survey and study, development of design documents, material and installation labor bidding, construction management and commissioning.

Energy Use and Costs Prior to Implementation
Consumption: 6,230,000 kWh (electric) annually
7,870 mmBtu (fossil fuel) annually
Cost: $1,193,116 annually

Annual Energy and Cost Savings after Implementation
Consumption Savings: 628,127 kWh (electric) annually
681 mmBtu (fossil fuel) annually
Cost Savings: $157,639 annually

Project Status: Project is currently in design.
