Energy Performance Contract

Project Scope of Service and Status
The City of Kingston entered into an agreement with Wendel to perform an energy performance contract that included energy and operational efficiency improvements at 25 of the City facilities including: City Hall, the police station, the various full time and volunteer fire stations, neighborhood and community centers, city maintenance facilities and the wastewater plant. The Facility Improvement Measures recommended for the City include:

- High Efficiency Lighting and Lighting
  Controls
- High Efficiency Outdoor Building
  Lighting
- Installation of Infrared Heating
  Systems
- Energy Management and HVAC
  Controls Upgrades
- Boiler Replacements
- Steam System Upgrades
- Window Upgrades
- Overhead Door Replacements
- Improvements to the Building
  Envelope

Wendel also replaced Traffic Lights throughout the City with High Efficiency LED Lights and upgraded Traffic Light Controllers.

In addition, at the wastewater plant, various process related systems that were old and failing were replaced providing additional operational and efficiency savings. The improvements at the wastewater plant include:

- Ultraviolet Disinfection System
  Upgrade
- Sludge Pump and Motor Upgrades
- Solids Handling System Upgrades
- Odor Control System
- Digester Mixing System
- Belt Press Upgrades

Wendel also assisted the City in obtaining a reduced interest loan (for the first 1 million borrowed) through the NYSERDA Energy Smart Low Interest Loan Program and incentives through the NYSERDA CIP Programs.

Energy Use and Costs Prior to Implementation
Consumption: 3,824,162 kWh, 128,546 mmBtu (fossil fuel) annually
Cost: $610,315 annually

Guaranteed Annual Energy and Cost Savings
Consumption Savings: 1,099,906 kWh, 2,999 mmBtu (fossil fuel) annually
Cost Savings: $148,396 annually

Project Status: Project is currently in construction.
